Dear Valued Gulf Bank Customer,

We would like to inform you about the upcoming Wages Protection System (WPS), a new salary payment framework introduced by the Central Bank of Kuwait (CBK).

What is the Wages Protection System (WPS)?

The Wages Protection System (WPS) is a platform established by the Central Bank of Kuwait to facilitate and monitor salary payments. The system has been introduced to:

  • Enhance the efficiency of salary payment processing.

  • Improve payment tracking and monitoring.

  • Support compliance with applicable regulatory requirements.

  • Enable reporting of salary payments to the relevant government authorities, including:

    • Public Authority for Manpower (PAM)
    • Ministry of Social Affairs (MOSAL)

What Do You Need to Do?

Before processing salaries through WPS, you must complete a one-time registration through Gulf Bank Corporate Online Banking, customer logins to Online Banking Portal, navigates to file upload menu and click on “WPS Registration” transaction.

You will be required to provide:

  • Salary payment account number (Mandatory)

  • Based on selected debit account, IBAN field will be auto populated and will be read only field (Mandatory)

  • Mosal ID (PAM/MOSAL Number - رقم ملف الشؤون)

  • Employer Email (Mandatory)

  • Employer Phone no (Optional)

  • Employer PO Box (Optional)

  • Employer Postal Code (Optional)

What Happens If You Do Not Register?

Employers who are not registered for WPS will not be able to process salary payments for their employees through the system.

How Will Salary Payments Be Processed?

Once your WPS registration has been completed, you will be able to use the new WPS Salary Payment option available through Gulf Bank Corporate Online Banking.

On the salary payment date:

  • Upload the salary file using the new salary Excel template. The template will be shared before the official go-live date.

  • The salary file will be submitted to WPS for validation.

  • Upon successful validation, salaries will be credited to employees' accounts at Gulf Bank and other local banks in accordance with the applicable processing schedules and cut-off times.

When Will WPS Be Available?

Based on the current guidance issued by the Central Bank of Kuwait, the tentative implementation of WPS is expected by the end of September.

Gulf Bank will continue to provide updates, including the confirmed implementation date and any additional requirements.

What About Employers Without a MOSAL ID (رقم ملف الشؤون)?

Employers who are not registered with the Public Authority for Manpower (PAM) and do not have a valid Employer ID (MOSAL Number - رقم ملف الشؤون) will be contacted separately regarding the salary payment process applicable to them.

Important

Once WPS is implemented, all private sector salary payments must be processed through the Wages Protection System (WPS).
